Cooperation in learning and evaluation between clusters of similar projects

Each step that is articulated in this paper represents a set of programs which function to promote similar goals, such as the diagnostic assessment programs, the partnerships with municipalities, etc. In order to facilitate joint learning, define shared standards and pool resources between similar programs, we begun to convene them on a routine basis.
